This paper focuses on Pacific Island countries' activities to influence their partners and one another through statecraft. What influence or outcome these actions have had are not measured here. Instead, this paper looks at how Pacific Island countries are deploying tools of statecraft with the intent of influencing behaviour. By analysing the major tools of statecraft (security and defence; economic; diplomatic; soft power; grey-zone; black-zone), the paper draws focus away from partner actions, and examines how Pacific Island countries are weaving statecraft to influence their partners
