In 1993 British prisons began contracting for correctional education services. Instructional effectiveness and the role of the prison education officer are constrained by poor physical conditions of buildings; centralization of the prison department; the role, attitudes, and culture of security staff; and continuing debate over the purposes of prison--deterrence or reform.
