Critiquing the U.S. Army's personnel system, Vandergriff (deputy director, Army ROTC, Georgetown U.) suggests that the current promotion system, initiated by General George Marshall in response to World War II, has led to an inflated bureaucracy not conducive to the risk-taking leadership needed for military operations. He explores the cultural and historical genesis of the personnel system, attributing many of the current problems to the hand of General Marshall and the Industrial philosophy of Taylorism promoted by Elihu Root.
