The fiscal reassessments ordered by Alexios Komnenos were intended to increase tax revenues and only a very few, highly privileged landowners like Lavni could escape the impact of these measures. In spite of Theophylakt's impressive range of contacts, he had great difficulty in restraining fiscal officials, because he was not confronting isolated abuses by individual officials, but a concerted imperial policy
