History of institutions providing out-of-home residential care for children

To help the Royal Commission with its work, this report was commissioned to detail the many different types of institutions offering out-of-home care for children in Australia, from 1788 until the deinstitutionalisation movement of the 1980s. The report describes the move from generic to specialist children's institutions, the mix between government and non-government provision, and the differences between provisions for Indigenous and non-Indigenous children. It is based on the Federal Government's Find & Connect web resource, and excludes boarding schools, military, and other facilities sometimes used as alternatives to out of home care. The report portrays a complex system with weakened lines of responsibility, creating a space in which children were powerless, at risk, and cut off from kin
