A 5-year plan to create a public government in Nunavik
Commission's report in 2001 proposed elected public government with powers over all inhabitants of North Quebec, including legislative powers and exclusive control of Inuit language and cultural matters. Population is 10 000, 90% Inuit living mainly in 14 coastal villages. Assembly should start in 2005. Difficulties in framing report are described; only 6/8 signed it.
