"Under RAPs reports on the accomplishments and failures of twelve Remedial Action Plans (RAPs) designed to clean up the most critically polluted areas in the Great Lakes system. Sharp contrasts in local clean up efforts become apparent, from success stories like the Rouge River to political tug-of-war problems in Gary, Indiana. The case studies presented here represent the most up-to-date information on environmental activities focused on restoring this fragile ecosystem. Developed in 1985 by the International Joint Commission, Remedial Action Plans coordinate the efforts of numerous environmental groups from the local through the federal level. These plans identify specific actions necessary to control existing sources of pollution, reduce contamination already present, and provide a timetable for the restoration of beneficial uses of water systems. The development of the programs under the authority of the U.S.-Canada organization represents an effort to view the Great Lakes holistically, as a complete ecosystem reflecting the complex interrelationships between land, air, water, and the living beings that impact on them.
