L'atténuation des impacts au complexe La Grande
The questions addressed in this report allowed to draw this review: 1. Preventive mitigation measures -which are designed into a project while it is being planned so as to avoid adverse impacts that would otherwise occur - were more cost-effective than any other kind; 2. Most of the remedial mitigation measures undertaken at the La Grande Complex to correct ecological impacts were quite expensive and, though effective on the local scale in some cases, had little effect on net impacts; 3. Some remedial measures were undertaken to improve appearances; they were usually effective, but only cosmetically; 4. Compensatory enhancement measures -which are meant to compensate for lost biological productivity by improving wildlife habitat at sites otherwise untouched by a project -were more ecologically effective, and financial compensation was more politically effective, than direct attempts to remedy the ecological impacts of flooding in the Subarctic
