Summary:He was the first Puerto Rican delegate and Vice President of the Spanish Courts of 1812. He is the head figure in the first era of crystallization of the Puerto Rican nationality. He distinguished himself as a navy official during the wars against England and France. As a delegate he requested for Puerto Rico a package of economical, political and social reforms: the establishment of universities in San Juan and San Germán, a public health system, free trade, the appointment of "criollos" in government posts, freedom of the press and the elimination of sales tax, among others. His mayor legislative achievements were the separation of the post of General Director of Treasury from the post of governor - as it had not been until that moment, the financing of various ports for mercantile growth and the permission to create an economical society for the general promotion of Puerto Rico
