U.S. nuclear and extended deterrence : considerations and challenges
The purpose of this monograph is to examine the various considerations that Washington policymakers must weigh in considering how to maintain an effective nuclear deterrent, including when they prepared the Nuclear Posture Review. This includes regional considerations -- Europe, East Asia and the Middle East -- as well as the challenges posed by chemical and biological weapons, and the possibility of nuclear weapons in the hands of non-state actors. This monograph aims to explain these varied considerations rather than advocate a particular deterrence stratagem or policy approach. In doing so, we also hope to provide some context for considering how the United States can and should approach nuclear arms reductions in the future -- iv
